What is this cals file?

Files with the CAL extension are bitmap graphic files that store black and white bit image data. Originally designed for military use, and now maintained by the CALS Management Support Office, or CLSO. The CAL format is the preferred format for the transfer of graphic data between military and federal government. CAL files may be opened with the appropriate graphic imaging software programs.
